SNBI‑Ready Bridge Inspection and Management Systems: What the Transition Means for Agencies
Executive Summary
The SNBI (Specifications of National Bridge Inventory) is the most significant shift in bridge inspection and reporting since the NBI. But before diving into what that means, it’s important to ask: What is a Bridge Management System (BMS)?
For some agencies, it’s only an inventory. For others, it includes inspection. And for many, it spans the full spectrum: inspection, inventory, decision-making, capital planning, and prioritization. The definition may vary, but in the SNBI era, the role of a BMS is more critical than ever.
Why now? The FHWA is setting clear expectations for agencies to modernize systems, workflows, and planning models, and the right BMS will shape that transition.
The takeaway is clear: DOTs need a new generation of Bridge Management Systems, platforms that go beyond storing data to translate SNBI’s complexity into smart, actionable decisions. AssetIntel™ is that new platform, designed to translate SNBI’s complexity into smart, actionable decisions.
SNBI Adoption: Preparing for the Future of Inspections
More fields, more clarity: There are 154 SNBI attributes. There were 120 NBI attributes. i.e., an increase in fields.
One-to-one becomes one-to-many: Certain data points (e.g., span material) now support multiple values per bridge, adding complexity, but also enabling richer analysis.
Condition ratings tighten up: What was a “7” under NBI might now rate as a “6” under SNBI. Deterioration models will need recalibration.
Better-defined data fields: Take “Scour Critical Rating” as an example. Under the old coding guide, it was a single field, Item 113, rated on a 0–9 scale. Inspectors had to combine their field observations with an assessment of scour vulnerability, which often left room for ambiguity.
SNBI changes that. Instead of one broad code, Scour is now split into two distinct parts:
Scour Vulnerability Code: Determined through a multidisciplinary appraisal by hydraulic, geotechnical, and structural engineers.
Scour Condition Rating Code: Collected directly during inspection to describe the actual scour conditions observed in the field.
By separating appraisal from condition, SNBI eliminates guesswork and delivers more granular, reliable data, the kind that drives better downstream decisions about bridge safety and maintenance. It’s more than a data change; it’s a shift in philosophy towards component-level clarity, traceability, and forward-looking planning.
To keep pace, Bridge Management Systems can’t just store more data; they must evolve to interpret, connect, and act on it in ways SNBI now demands.
What SNBI Requires and How Today’s Bridge Management Systems Must Evolve
Beyond Data Capture: Solving for Data Overload
Under SNBI, it’s no longer enough to just rate a bridge by its deck, superstructure, substructure, or culvert components. Agencies now need to capture data for additional components. Additional component ratings in the SNBI include Railings, Bearings, Joints, Railing Transitions, Channel Protection, Scour, NSTM, and Underwater. A modern BMS should not only simplify this detailed tracking so inspectors don’t drown in data, but also incorporate all levels of condition and appraisal data into their decision-making to provide effective recommended projects.
Built to Keep Up With Change
Standards aren’t fixed; FHWA is already fine-tuning what SNBI compliance looks like. A rigid system becomes outdated fast. That’s why a forward-looking BMS has to adapt as requirements evolve, ensuring agencies don’t have to reinvent workflows every time federal expectations shift. The right system grows with the standards, not against them.
Smarter Bridge Stories
On the other side, office teams are no longer just managing static reports; they’re working with richer data sets that unlock new levels of visibility. The payoff? Better traceability for reviews, faster validation of findings, and more confident reporting to agencies and stakeholders. In short, the workflow shifts from “checking the box” to building a transparent, data-driven story of each bridge’s condition.
That shift demands more than updated forms. It requires a new generation of Bridge Management Systems built to turn compliance data into meaningful insights.
What Defines an Effective SNBI-Ready Bridge Management System
Central to its effectiveness is an integrated Inspection and Inventory Management System that drives clarity and control over bridge assets.
Inspection and Inventory Management System
A Smarter Inspection Companion
Data entry shouldn’t feel like guesswork. Inspectors benefit when the Bridge Management System acts like a co-pilot, flagging errors, offering coding guides, and validating inputs on the spot. With built-in checks and cues, agencies save time on corrections later, and inspectors can feel confident their data will stand up to federal scrutiny.
To meet FHWA’s SNBI requirements, a modern Bridge Management System (BMS) must do more than store data. It should guide inspections, simplify compliance, and ensure confidence at every step.
Insights You Can See
Numbers alone don’t always tell the story. A modern Bridge Management System should deliver GIS-powered dashboards that show bridge health on a map, helping agencies prioritize where to act first.
Inspections That Don’t Stop for Wi-Fi
Inspectors don’t always have the luxury of strong connectivity, especially in rural or remote areas. That’s why an SNBI-ready Bridge Management System must work flawlessly offline, letting teams collect notes, ratings, and photos in the field without missing a beat. Once they are back online, everything syncs automatically, keeping inspections smooth and uninterrupted.
And that’s just one piece of the puzzle. Offline reliability is critical, but the real transformation comes when SNBI reshapes how inspections are captured, processed, and put into action.
The Building Blocks of an SNBI-Ready Bridge Management System:
a. Inventory Management
An SNBI-compliant, centralized inventory that captures new data fields seamlessly. Every bridge asset stays updated, traceable, and ready for evolving federal requirements without manual workarounds.
b. Inspection Forms
Dynamic, intelligent forms that mirror SNBI logic. Conditional prompts adapt in real-time, ensuring inspectors collect only the right data, no duplication, no missed details.
c. Built-in Tools
Photos, sketches, and speech-to-text are built directly into the inspection workflow. These tools accelerate documentation, improve clarity, and reduce time spent typing or attaching files later.
d. QC/QA Review
Time-stamped, auditable review steps provide complete transparency. Agencies can track quality checks, ensure accountability, and build confidence in every submitted inspection.
e. Export & Compliance
FHWA-ready JSON schema exports with a single click. No formatting hassles, just clean, compliant data delivered directly for federal reporting.
f. Emergency & Special Inspection Support
Rapid-response workflows designed for urgent inspections. Capture critical data immediately without disrupting scheduled inspections or losing compliance alignment.
Whether it is an emergency inspection in the field, organizational alignment, or breaking down silos, the impact of SNBI-ready tools extends across every role, linking inspectors, agencies, and executives in one ecosystem.
